The Cladding Safety Scheme (CSS) provides government funding for the remediation of unsafe non-ACM cladding on residential buildings in England. The application process is multi-stage and evidence-intensive. Buildings must demonstrate that their external wall system presents a life-safety fire risk and that the building owner cannot fund the remediation through other means.
The first step is registering the building on the CSS portal. The building must be at least 11 metres or 5 storeys, contain residential units, be located in England, and have non-ACM cladding that has been identified as unsafe through a FRAEW. The applicant must be the building owner or an authorised representative such as the managing agent or RMC.
The application must be supported by a FRAEW carried out under PAS 9980, building ownership and management documentation, details of the cladding system and any previous investigations, confirmation of registration with the Building Safety Regulator, and evidence that alternative funding routes (developer remediation, Building Safety Fund) have been explored.
The CSS technical team reviews the FRAEW and remediation proposals to confirm that the scope of works is appropriate and proportionate. A cost assessment and value engineering process ensures that the proposed costs are reasonable. This stage may involve queries and requests for additional information.
Once approved, funding is released in stages aligned to the remediation programme. The building owner is responsible for procuring and managing the remediation works, typically with professional support from a project manager and contract administrator. The CSS monitors progress and releases payments against certified stages of work.
